L'Enfant envisioned a "grand avenue" to serve as a site for national memorials between the White House and where the Washington Monument stands today. James McMillan, a Senator from Michigan, led a committee of architects and landscape artists to expand L'Enfant's original plan and as part of the McMillan Plan, the National Mall we know today was created.
